At the time being I don’t have any experience in flash programming. I plan to get books and do lots of self-study. I can say that I am diligent and dedicated once I put my heart in what I am doing. I have a regular job so i’l just be studying after I get home from work. How many months do you think it would take for me to become a very good flash website designer?

For your price level, you may want to consider buying the software yourself and using their preset template - or - working through your host to see if you they have a template - or - simply go to google.
For your price, you will only get a page. If you need an interactive site, you will need to increase your budget.
www.craigslist.org is a worldwide resource. In SF there are a ton of centers and resources for them. What part of the world are you located in?
A last resort would be to simply pay a highschool kid. Most of them know how to do this before they leave gradeschool now.

I am the writer and maintenance crew of the policies and procedures for a large retailer with locations in 4 states, over 800 employees. As such, I utilize a intra-website to share information, product knowledge and company designed forms with all levels of employees.
I recommend ToolBox for authoring if you want an "in a box" ready tool for educational purposes as well as BlackBoard which gives tremendous feedback on users with little monitoring once in place.
That being said, for P & P - Most of the time I use MS Word to author the text, using the standard headings of:
2.1 Opening Time (Tab to date) 00/00/2008
(Text begins left paginate)
2.1.1 Time - Clocking In (Tab to date) 00/00/2008
2.1.2 Time - Correcting Punches (Tab to date) 00/00/2008
Sections
The building of the main idea and then sections to enhance each idea easily allows deletions and additions.
Dates
The usage of the dates allows changes within the document with quick reference as the most updated company stance. It is a great resource for legal reference in the event of a court action.
Spacing
Traditionally, printed versions will allocate a single section to its own page, but for a website I prefer spacing of 4 lines between the statements sections. This reduces need to scroll and, if written correctly with headers, makes reference very quick and handy.
Index
We use an Index the user can click and access from section title to actual statement instantly.
Our P & P are printable off the screen.
Forms
These are allocated to their own "chapter" to allow easy access for updating and userbility. Forms are created as Save As capable with eFormat fill-in to protect original formating. They are dated and have REV numbers for easy visual reference.
Although it may seem simple in approach, with the amount of maintenance and updating that occurs with company growth, it has been the most advantageous.
I also like - Copedia - a good resource.

I am redesigning the front page and recurring header and footer for a Brooklyn NY based company. I will do design work only, and I will then pass it to a web developer who will complete it. My last site I charged 1000 USD for the same work. Is this realistic or should I be charging more or less?
What I do is: figure how long it will take for me to make the adjustments and then charge an overall price based on $75.00 hr. Be sure to set a number of revision rounds so you don’t provide more work than you get paid for. Any additional time spent after the "set" number of revisions as agreed upon should be billed at your hourly rate.
I am looking for an inexpensive website designer in the phoenix area (phoenix, tempe, chandler, mesa, scottsdale, etc). Can anybody personally refer me to a good one?

Just to add my 2 cents, most usability studies will warn you not to do ads that move all over the place and take up varying amounts of screen real estate.
