What are the best web design software to create a web site that functions like yahoo answers?

What are the best web design/programing software to create a web site from scratch that looks and functions like yahoo answers?
I would more so like to know what the industry standard is regardless of skill level like if I hired someone to do this what would I want them to be proficient in

    If your a beginner… your best of trying to find a CMS that does it for you.

    If you want to create a site from scratch start using Notepad and learn the basics of HTML and CSS coding. They both help styling and making a structure of a site.

    screw all that html notepad stuff, you will pick it up along the way. get dreamweaver, search for text and video tutorials on how to build a website from scratch using dreamweaver and away you go. if you need interactive functionality , join elance.com and get folks to bid to do the work for you, you can get most scripting done for less than 100 bucks.

    one note of caution plan out everything on paper meticulously beforehand, the look the, colour scheme, the layout the site map.

    Fundamentally, a designer would use software like Dreamweaver and Photoshop for the look and layout. Your issue is allowing users to post. If you want to design from scratch you need to make sure your host has MySQL database capacity.

    Beyond that google "Yahoo Answers Clone" or better still use a simple wordpress blog which allows you to post "questions" and others to post "answers". I believe there is also an option to allow other users on Wordpress to post articles (questions) on your blog which would in essence make it just like Yahoo answers. That would be the easiest way I think.
