What is the cheapest, yet still good, web-design site to get my web site published?
I am trying to build a website using Blue Voda where I essentially start from scratch and needless to say I suck. So it looks like I am going to have to pay for one with templates and what not. So which is the most efficient? One that does not cost a lot of money but still is pretty effective and user friendly?

Ive been using 2mHost ever since I had trouble with 1&1 and GoDaddy. Cheap, easy to use, great service. Best of all, it comes with fantastico, which will allow you to 1click install those tricky CMS (Content Management Systems) like PHPNuke, Post-Nuke, etc.
