when can I start my web site design after i buy a domain with yahoo.com?

Usually you design the web site on your own computer. It is usually a bunch of HTML files. In fact, you might want to get the main page done before you purchase the domain so you have something to put up there. Once ready, you transfer the files up to the domain using FTP (You will get instructions for this from your host)

    Anytime… you will need a web host to FTP the files to though.
